(San Francisco) - Late yesterday, a member of the
California Public Utilities Commission issued an Alternate
Proposed Decision (APD) in Pacific Gas and Electric
Company's 2003 rate case. The proposed decision, issued
by Commissioner Geoffrey Brown, adopts the distribution
and generation settlements as proposed in the comprehensive
settlement agreement PG&E reached with numerous
consumer groups in July and September 2003, to set the
utility's revenue requirements for its electricity generation
and electricity and natural gas distribution operations.
The APD differs from the Proposed Decision (PD), issued
by an administrative law judge in April, in that it
would adopt the provision for a minimum attrition adjustment
amount in 2004, 2005 and 2006. The PD proposed that
the settlement agreements be modified to delete that
provision.
Comments on the APD are due May 20.
The Commission could consider the ALJ's PD and Commissioner
Brown's APD at the May 27 meeting.
