PG&E Corporation Issues A Statement On The Dingell-Boucher Approach To Address Climate Change

10/09/2008

(Washington, DC) – PG&E Corporation (NYSE: PCG) today issued the following statement from Vice President of Corporate Environmental and Federal Affairs, Steven Kline, on the release of the Dingell-Boucher “Legislative Discussion Draft” to address climate change.

"We applaud Chairmen Dingell and Boucher for their leadership and their inclusive, thoughtful approach to developing a balanced strategy to address climate change.”

“It's essential that our country’s approach to climate change emphasize energy efficiency and advance clean technology, while protecting consumers and the economy. We are encouraged to see that the draft released by Chairmen Dingell and Boucher includes provisions and options to achieve these objectives.”

“PG&E has found through 30 years of experience that comprehensive energy efficiency programs are one of the least expensive and most effective ways to save energy and reduce greenhouse gases while also saving consumers money.

“We are also encouraged that the draft recognizes the critical importance of helping utility customers by allocating emissions allowances directly to regulated local distribution utilities on behalf of their customers. This ensures that the value of emissions allowances will be available to help customers mitigate costs and facilitate the development of robust energy efficiency and other demand reduction programs throughout the country.”

“In addition, by including a backstop mechanism, such as the proposed strategic allowance reserve, the proposal recognizes the importance of containing costs to the economy, while ensuring that the overall emissions reduction goals are met.”

“We look forward to providing comment on the legislative discussion draft.”
