San Francisco - PG&E Corporation (NYSE:PCG) today named David R. Andrews to its Board of Directors and the Board of Directors of utility unit Pacific Gas and Electric Company. Mr. Andrews, 58, is a partner and former chairman of the law firm of McCutchen, Doyle, Brown & Enersen. He returned to private law practice recently after serving in the public sector for three years as the legal adviser to the U.S. Department of State and Secretary Madeleine Albright.

Mr. Andrews has more than 20 years of experience counseling corporations and governments on environmental matters. He founded McCutchen's environmental practice and was the chairman of the firm's Environmental, Natural Resources and Land Use Practice Group from 1981 until he left for public service in 1997. Mr. Andrews is also a specialist in arbitration and public and private international law.

As the legal advisor to the U.S. State Department, Mr. Andrews represented the U.S. in all proceedings before the International Court of Justice, the Iran-U.S. Claims Tribunal, the Inter-American Court of Human Rights, and in investor disputes arising out of NAFTA.

He also conducted sensitive bilateral negotiations, including such high-profile matters as the compensation claims for the mistaken bombing by NATO forces of China's embassy in Belgrade and the negotiations with the governments of the UK and the Netherlands over the trial of the two Libyan suspects in the bombing of Pan Am flight 103.

Mr. Andrews began his legal career as an associate with McCutchen in 1971. In 1974, he left for the public sector. From 1974 to 1976, he served as Regional Counsel for the Environmental Protection Agency Region IX. He remained at the agency from 1977 to 1980, serving as Legal Counsel and Special Assistant for Policy in Washington, D.C. From 1980 to 1981, when he returned to McCutchen, he was Principal Deputy General Counsel to the Department of Health and Human Services.

Mr. Andrews remains active in the public sector today, in addition to his responsibilities as partner at McCutchen. At the request of Secretary Albright, he is currently serving as the Special Negotiator and Ambassador for Iran/U.S. Claims. He is also a member of a number of professional organizations such as the Council on Foreign Relations and its California counterpart, the Pacific Council on International Policy. He is a member of the Permanent Court of Arbitration in The Hague.

Mr. Andrews also serves on the advisory boards of a number of academic institutions, including the Environmental and Natural Resources Advisory Council of Stanford Law School and the National Advisory Board of the Ecology Law Quarterly of Boalt Hall School of Law, University of California, Berkeley. He is a graduate of the University of California, Berkeley and the Boalt Hall School of Law.

In addition to his seat on the Boards of Directors of PG&E Corporation and Pacific Gas and Electric Company, Mr. Andrews is a member of the Boards of Directors of Kaiser Permanente, Union Bank of California and NetCel360 Holdings Limited.
